Carlson said Albert Lea police had taken 18-year-old Lah Soe into custody around 1:25 a.m., after a lieutenant allegedly saw him “going through” vehicles in the neighborhood.

After a foot chase, Soe was peacefully arrested and cited for theft, tampering with a motor vehicle–entry without owner’s permission, and fleeing a peace officer on foot, Carlson said.

He appeared in Freeborn County Court later Thursday and immediately pleaded guilty to the charges of theft and fleeing on foot.

Soe received several fines.
