Rochester man pleads guilty to sexually assaulting 9-year-old girl for second time in same case

(ABC 6 News) – A Rochester man entered his second guilty plea in a criminal sexual conduct case involving a child Tuesday, Nov. 21.

According to court records, Paul Alan Collopy, 64, pleaded guilty in Olmsted County Court to one charge of 2nd-degree criminal sexual conduct with a 9-year-old.

Collopy’s plea agreement, entered in December of 2022, specified that he would not receive any jail time–however, there was a disagreement after the plea agreement was accepted as to whether the plea agreement was binding to the sentencing judge, or merely a recommendation.

Collopy’s initial agreement was withdrawn in October 2023, and he was scheduled for an evidence hearing Nov. 21, indicating that he intended to pursue a criminal trial.

However, Collopy entered a new guilty plea Nov. 21, and was immediately sentenced to 5 years of probation and 30 days’ incarceration, to be served by Nov. 28, 2024.

Collopy was granted work release, meaning he could leave the Olmsted County Adult Detention Center to go to work during that 30-day period. He was sentenced to an additional 30 days of electronic home monitoring following the period of incarceration.

Additionally, Collopy was ordered to register as a predatory offender, pay $1,000 in restitution, and avoid any contact with minors unless approved by community corrections.

(ABC 6 News) – A Rochester man pleaded guilty to repeatedly sexually assaulting a 9-year-old child Thursday, Dec. 22.

Paul Alan Collopy, 63, pleaded guilty in Olmsted County Court to one charge of 2nd-degree criminal sexual conduct with a child under 13.

According to court documents, the child told her mother that Collopy had repeatedly touched her genitals during a time period spanning April 2021 and May 2022.

Collopy’s plea deal, entered Monday, Dec. 20, specifies that he will not receive any jail time, and that his probation will be capped at 5 years.

Collopy’s sentencing is scheduled for March 2, 2023.
