Man Arrested, Faces Numerous Drug Charges

(ABC 6 News) – A Rochester man was officially charged with multiple felonies Wednesday, after an early-morning arrest Monday.

Leontan Tommy Troy was formally charged Wednesday, Dec. 6, with felony 1st-degree drug sale, felony 1st-degree drug possession, gross misdemeanor carry/possess pistol without a permit, and gross misdemeanor carrying a pistol while under the influence of a controlled substance related to his arrest early Monday.

According to court documents, police claim to have found 73.7 grams of suspected fentanyl pills in the squad car used to transport Troy to the Olmsted County Adult Detention Center.

Court documents claim that amount is the equivalent of “several hundred dosage units.”

The minimum required for a 1st-degree drug sales charge is 40 or more units of heroin or fentanyl, and 100 or more units for a 1st-degree possession charge, according to court documents.

Court records allege that shortly after arriving at the ADC, Troy began showing symptoms of a narcotics overdose and was taken to the hospital for evaluation.

Troy was also charged with felony terroristic threats Wednesday, in connection with an incident Sunday, Dec. 3.

According to court documents, on Sunday, Rochester police spoke to two NW Rochester residents because a juvenile male had received texts and calls from an unknown number.

In the text conversation, the unknown individual threatened to come to the boy’s house and shoot his mother.

Police allegedly connected the incident to Troy, and claim the unknown number was his.

Troy’s next court appearance is scheduled for Dec. 26, 2023.

(ABC 6 News) – Rochester police took a man into custody Monday morning, after an alleged marijuana open container violation led to the alleged discovery of more controlled substance and weapon crimes.

According to Capt. Casey Moilanen with RPD, at about 12:43 a.m. Monday, Dec. 4, an officer saw a car with its lights off driving in the 400 block of 3rd Avenue SE, and stopped the car in the 440 block of 4th Avenue.

According to Moilanen, when the officer went up to the car, he claimed he saw loose marijuana in passenger Leontan Troy’s lap — which is a violation similar to driving with open containers of alcohol.

According to Moilanen, the officer ordered Troy, 22, out of the vehicle, and allegedly saw the shape of a gun in Troy’s fanny pack.

The officer claimed Troy did not have a permit for the 9 mm weapon, and took him into custody.

Moilanen said reports claim Troy tried to run away from the arresting officer, but only made it a few steps.

After being taken to the adult detention center, Moilanen said police claim they found loose M30 pills, likely containing fentanyl, in the back of the squad car troy rode in — then found about 73 grams of the pills in Troy’s clothing as he was booked in.

He faces recommended charges of 1st- and 5th-degree controlled substance crimes, carrying a pistol without a permit, obstruction of justice, and introducing contraband into a correctional facility, Moilanen said.
