Man pulled over for not wearing seatbelt, meth found inside car

(ABC 6 NEWS) - An Olmsted County deputy pulled over a man Thursday afternoon after noticing they were not wearing a seatbelt and the license tabs were not visible. 

The man, Philip Kocer, 39 from Rochester, was pulled over in the 1700 block of 3rd Ave. SE in Rochester. The deputy had Kocer step out of the car after walking up because he Kocer seemed to be under the influence.

When Kocer stepped out, the deputy noticed a small baggie on the car floor with something in it. They did a field sobriety test but found that Kocer was not under the influence. The deputy searched the car after seeing the baggie and they found a metal pipe with two caps located between the driver seat and the center console. Two more bags that appeared to be meth were inside of the pipe. 

Deputies recovered 12.76 grams of meth from the car. Kocer was taken into custody and is charged with 3rd-degree felony possession of a controlled substance.
