Rochester man allegedly assaults officers during arrest

(ABC 6 News) -- A Rochester man faces several charges after he allegedly threatened two people and assaulted several police officers while resisting arrest.

Around 1:44 p.m. on April 18, a couple told Rochester Police that they were standing in the parking lot of the Valhalla Apartments on Elton Hills Drive NW when a man came over and asked them what they were looking at.

The couple told officers the man lifted his shirt and showed them what appeared to be a gun.

Officers located the man, 24-year-old Spencer Tlougan of Rochester, on the 1900 block of Viking Drive NW.

Officers said Tlougan was agitated and appeared delusional.

Officers said Tlougan would not listen to their verbal commands and began to resist arrest.

Officers said Tlougan spit on the officers, kicked one officer in the arms and legs, and struck another officer in the face, breaking the officer's sunglasses.

Police said Tlougan was wearing a police-style belt that held a can of mace and a collapsable baton, which is likely what the couple saw when they thought he had a gun.

Tlougan faces two counts of fourth-degree assault, terroristic threats, disorderly conduct, and property damage.
