Rochester man accused of DWI, 4th time in 10 years

(ABC 6 News) - A Rochester man was arrested Thursday on his fourth DWI offense in 10 years, according to Olmsted County Sheriff's Office.

On May 7th, a deputy observed a vehicle with only one working tail light driving southbound on West Circle Drive near Valley High Drive.

According to Captain Scott Behrns, the deputy also noticed the driver was weaving within its lane and stepping on the breaks numerous times while approaching stoplights.

The deputy stopped the vehicle suspecting the driver was under the influence. The deputy could smell alcohol and noticed the driver had bloodshot and watery eyes, according to Behrns.

The deputy identified the driver as 39-year-old Olivier Mpagazihe from Rochester. 

He was arrested due to probable cause and blew a .23 on his breath test. 

This is his fourth offense in 10 years, with another offense dating back to 2002, according to Behrns.

According to Behrns, Mpagazihe is facing a possible felony charge of first degree DWI, his license was also canceled inimical for public safety which is a gross misdemeanor.
