Richland County Sheriff speaks out about Carter's arrest

(ABC 6 News)-- Renard Carter is the primary suspect in a NE Rochester double homicide investigation. It is believed that after Carter allegedly murdered his pregnant girlfriend Keona Foote, and her two-year-old daughter Miyon Miller, he went to South Carolina with the intent to kill again.

"We received information from the Rochester PD on the victim, and we were able to locate her and our first concern was to get her to safety. That was the first thing that was a priority and the second was to find him when he came to the Columbia Richland area," said Sheriff Leon Lott with the Richland County Sheriffs Office (RCSO). 


Sheriff Lott said a fugitive team and investigators worked together to arrest Carter. Through technology, officials were able to track Carter to the Aloft hotel in Columbia, SC after safely moving the woman they believed to be in danger. 

"It was the Columbia Police department, the Lexington County Sheriffs Department, and then our State law enforcement division," said Lott.

Carter live-streamed his encounter with law enforcement on his social media.  In the video, you can hear Carter screaming at officers to "come on." In response officers yelled back at him from outside of the room, to put down the gun he held.

According to Sheriff Lott, Renard threatened to shoot the officers. 

"At the point, he had this gun after he'd told officers he was armed with a rifle, and he was going to shoot them. When he came out he had this gun in his hands," said Lott.

The gun turned out to be a BB gun, and after pointing it at officers through the door of his hotel room, Carter was shot multiple times in the upper body. No officers were hurt.

In the video, Carter yells "It's down" as law enforcement rushed the room to arrest him, all while still streaming on his Facebook. 

He was taken to a hospital where he was treated and later released to the custody of law enforcement.

When Carter will return back to Minnesota to face his alleged crimes has not been released.
