"Our investigation leads us to believe that Mr. Carter is the primary suspect in this case," said Lieutenant Tom Faudskar with the Rochester Police Department during a morning briefing.
Sunday, the Rochester Police Department responded to Olympik Village Apartments and discovered the bodies of an adult female and a 2-year-old toddler.
The adult female identified as Keona Foote was also pregnant. While the cause and manner of death will be officially determined by the Olmsted County Medical Examiner, it appears the adult victim was strangled with a ligature. Initial indications were that the incident causing the deaths occurred on September 10, 2020.
According to the criminal complaint, Carter allegedly used a cellular phone power adapter to wrap around her neck.
During the investigation, officers learned that she had been in a recent six-month relationship with Renard Carter. The three had been residing together for the past thirty days.
Investigators obtained information from a witness that Carter sent a message two days prior that he was going to kill the mothers of each of his children.
Officers spoke with another witness, that said three people heard Carter speaking to the victim in August 2020, and was threatening to kill her, her 2 yr-old and the unborn baby.
Carter also threatened to kill a previous partner who resided in South Carolina if that previous partner did not allow Carter to see his children.
As the investigation continued, officers learned that Carter appeared to post videos on social media that depicted the killing of Foote. Rochester Police officers were later provided with numerous social media videos from concerned citizens.
At a hotel in South Carolina, Carter went “live” on a social media platform while holding a shotgun. When Carter attempted to leave his room, a confrontation with police followed, and shots were fired.
"Unfortunately he chose not to go peacefully. He face book lived the incident. This was the weapon that he had. it's a BB gun. At the point that he had this gun after he had told officers that he was armed with a rifle and that he was going to shoot them, when he came out he had this gun in his hands and that's when they fired upon him," said Sheriff Leon Lott with the Richland County Sheriff's Department in South Carolina.
Renard Carter was taken to a local hospital where he remains under security for medical care and told police that he wanted to be killed by police.
UPDATE 9/14/2020 1:15 pm: Officials with the Richland County Sheriff's Department provided additional information about the arrest of Renard Carter in South Carolina.
"The Rochester Police department in Minnesota notified us that a Renard Carter had murdered his pregnant girlfriend and her two-year-old daughter and that he was in the Columbia area and that his intent to come to Columbia was to kill an ex-girlfriend here," said Sheriff Lott.
Officials said they were able to locate the woman and take her to a safe house and began attempting to locate Carter.
Carter was later found in an Aloft hotel. An Arrest Team went to his room, where they ordered him to come out. Carter refused and threatened officers through the closed door and said he had a rifle and would shoot them.
Around 10:10 p.m., officials said Carter opened the door carrying a rifle style BB gun. Three officers fired at Carter, injuring him. It's unclear how many shots were fired.
Carter was taken to the hospital, where he remains under security.
According to information released by the RPD shortly after 1 p.m., Carter is facing several possible charges, including two counts of 2nd-degree murder and one count of 2nd-degree murder of an unborn child.

(ABC 6 News) -- UPDATE 10:45 a.m.: The Rochester Police Department has identified the suspect in Sunday's double homicide.
The man has been identified as 29-year-old Renard Carter of Rochester.
Carter was arrested at a hotel around 10:30 p.m. on a Department of Corrections warrant. The RPD said at least one shot was fired during the arrest. It's unclear how many shots were fired. Officials said Carter is in the hospital but his condition was not available as of 10:45.
The Richland County Sheriff's Department is expected to hold a press conference at 1:00 p.m. central to provide additional information about the arrest.
UPDATE 9/14/2020 8:45 a.m.: The Rochester Police Department has identified the woman and 2-year-old found Sunday in NE /9/Rochester.
The woman has been identified as Keona Foote. The 2-year-old is Miss Foote's daughter, Miyona Miller.
Officials said a suspect in the case is believed to be Miss Foote's boyfriend. The RPD said the man left Minnesota violating his probation and an arrest warrant was issued.
The man was taken into custody in Columbia, South Carolina Sunday night.
The investigation remains active.
The RPD will release additional information during a press call at 10:30 this morning.
Rochester Police say it is investigating the suspicious deaths of a mother and her 2-year-old child as a homicide. Police said the victims appeared to have died of trauma.
The Rochester Police Department said it received a call of a possible dead person at 402 31st St. NE, Olympik Village Apartments on Sunday afternoon. When officers arrived at the scene, police said, they found the bodies of a woman and a 2-year-old child. Police said family members were concerned about the victims after not hearing from the woman who died for several days. Police said the woman's family members went to her apartment to check on her on Sunday and found the 2-year-old child who has died. Police said the family then called police.
The Southern Minnesota Regional Medical Examiner's Office will perform autopsies to find out the official cause and manner of deaths of the victims.

The Rochester Police Department said it is investigating what they call a suspicious death of a woman and child.
Officers found a 23-year-old woman and her 2-year-old daughter dead in the lower level of Olympik Village Apartments in northeast Rochester on Sunday afternoon. Officers believe the woman and the child may have died sometime between Thursday and Sunday. Police say they were called to the scene around 1:40 p.m. today. They are waiting for a search warrant to be able to scout the location.
Investigators at the scene say a suspect or suspects are wanted in connection with the deaths.
