The Future of Alternate Parking in Rochester

(ABC 6 News) -- An alternate side parking pilot program has been enforced in one East Side Rochester neighborhood since 2014.

On even numbered days residents park on the even house numbered side of the street and on odd days, they park on the odd side.

"It's not a big problem. It brings the community together. When I'm outside my neighbor is like oh we're on the next side, so we talk in the mornings,” said Resident Steven Mason. 


Alternate side parking is intended to make snow and ice removal more effective and Mason said it works.  

"It's been really really great considering other neighborhoods that I've been in. This neighborhood has been cleaned up pretty good,” he said.

The alternate side parking pilot program ended at the beginning of March. Now city officials are waiting to hear back from the community. 

Surveys were sent out to neighborhood residents, parking enforcement personnel, plow drivers and emergency responders. 

Public Works Traffic Engineer Sam Budzyna said responses will be collected over the next few weeks. 

"The pilot program was kind of a test to see did that program work. Is that what we want to do citywide? Or do we want an entirely new policy,” said Budzyna.

Currently, there is no permanent citywide alternate side parking ordinance. 

However, during last weekend’s snow emergency, drivers were asked to follow new alternate side parking rules. 

"So we changed it to on the even side of the street parking is restricted on even days, so on even days you park on the odd side of the street,” said Budzyna.

Some drivers were confused by the change. 

"It made sense to some people but I think to more people it makes sense to allow parking on the even side on even days. So that's something we'll need to figure out for a permanent policy,” said Budzyna.

A permanent citywide policy could be in place as early as next winter. 

"With the record snowfall I think it is one thing that everyone can agree on is we need a permanent policy in place that is effective and works for everybody,” said Budzyna.
