Rochester Woman Accused of Taking Vulnerable Child

(ABC 6 News) -- The Olmsted County Sheriff's Office got a report of a missing vulnerable 17-year-old around 3:15 p.m. on Friday, April 13. 

Authorities believed a woman, who had her custodial rights terminated, took the child.  According to Olmsted County Sheriff's Captain Scott Behrns, his team tracked the woman and child to Waterloo, IA that same day, and worked with the Waterloo Police Department to get the child back. Authorities believed they may have been heading to Texas.

The child was brought to safety, and after further investigation, Capt. Behrns said they arrested the woman; 62-year-old Jill Charnesky. 

Charnesky was arrested around 9 a.m. on Wednesday, April 18. She's facing a felony count of deprivation of custodial rights. 

"If we didn't arrest her, she'd do it again," said Capt. Behrns. 

In the eleven years he's been in investigations, Capt. Behrns said this is the closest his office has ever come to issuing an amber alert.
