Rochester man accused of slashing tires, robbery

(ABC 6 News) -- A Rochester man is accused of slashing a woman's car tires, and robbing a man downtown. 

Police were called to the parking ramp near the Rochester Public Library just before 2 p.m. Sunday. A 29-year-old Zumbrota woman was giving a homeless man a ride to the library when another man allegedly came up to her car, slashed some of her tires, and started punching the passenger-side window. 


The woman told police she knows the suspect and used to have a relationship with him. The man eventually took off before police got there. 

About an hour later, police were called to the Kahler Grand Hotel. A 30-year-old man reported that he had been robbed earlier in the afternoon near Calvary Church downtown. 

The victim said a man came up to him, pulled a knife and said "I told you I was going to get you." The suspect allegedly took off with the victim's bag of personal items including a cell phone and bank cards. The victim knew the suspect and identified the same man that the woman named in the slashing tires case. 

After talking to the victims and reviewing surveillance video from the area, police identified 34-year-old Phillip Kuch as the suspect. Around 9:30 that night, an officer found Kuch sleeping in the stairwell of a parking ramp. 

Kuch is facing charges of 1st-degree aggravated robbery, 2nd-degree assault, violation of an order for protection, and 4th-degree damage to property. Rochester Police Lieutenant Mike Sadauskis said the woman in the tires-slashing case had an order for protection against Kuch.
