Man Arrested for Allegedly Exposing Himself to Children at Rochester Hotel

(ABC 6 News) -- A Burnsville man is behind bars after allegedly exposing himself to children in a hot tub at the Apache Hotel in southwest Rochester. 

Police got the call Saturday evening, March 23.

Rochester police Captain Casey Moilanen said witnesses saw six children in a hot tub, all between the ages of six and ten, along with an older man. The older man was allegedly talking to the kids and "trying to touch them with his feet". 

A father who was nearby told police he thought it was weird so he walked over and said the man had his swim trunks "down around his ankles." When adults began approaching, the man allegedly pulled his swim trunks back up, got out of the hot tub, and went to his room. 

Police officers confronted the man who allegedly admitted to being in the hot tub, but said he never had his trunks down. 

Capt. Moilanen identified the man as 65-year-old Thomas Manion. According to court records, Manion has a 2017 conviction for indecent exposure in Dakota County. As part of the sentence for the 2017incident, Manion was not allowed to have unsupervised contact with anyone under the age of 18 for a year, which ended on March 5 2019. 

Manion is now facing a felony indecent exposure charge.
