Rochester Man Arrested on Theft Charges Twice in One Day

(ABC 6 News) -- Authorities said a Rochester man was arrested on a theft charge Monday afternoon, arrested and booked into jail, only to be arrested again. 

Around 1:30 p.m. on Monday, April 8, a witness called police saying he had seen a man running away from a vehicle, carrying a purse, on the 400 block of 6 St. SW in Rochester. The alarm on that car was going off when the man was allegedly running from it. Rochester police said that car belongs to a woman who works at Centerstone Plaza Hotel. She had just parked the car and walked into work when the alarm went off.

The witness told police he saw the man run into Christ United Methodist Church. According to Rochester Police Lieutenant Mike Sadauskis, an officer went in the church and said he found 40-year-old Justin Keltner in a meeting room. The witness told police that was the same man running from the car. Lt. Sadauskis said Keltner had a backpack with him, and inside was the purse belonging to the hotel employee. 

Keltner was arrested on charges of theft from a motor vehicle, possession of drug paraphernalia, and tampering with a motor vehicle. He was brought to the Olmsted County Detention Center where he was booked and released. 

Then, around 9:30 p.m. that same night, police were called to Fresh Thyme Grocery Store for a call of a theft. A 44-year-old woman who works there told police she left her phone and wallet in a podium and walked away for a minute. When she got back, her things were missing. 

A manager pulled up surveillance video and saw a man had stolen the items. When police got there, Lt. Sadauskis said the officer recognized the man on the video as Keltner. 

Early the next morning, around 2:45 a.m., an officer was on patrol and doing a walk-through at Walmart south in Rochester when the officer saw Keltner in the store. The officer said Keltner had a backpack in the store, which contained Keltner's identification, as well as the Fresh Thyme employee's cell phone. 

Keltner was arrested again on a theft of property charge. He was once again brought to the Olmsted County Adult Detention Center, where he was booked and released again.
