Authorities said stop sticks were deployed and negotiators with Iowa State Patrol were called in.

I-35 was closed from 1:30 p.m. to around 4 p.m., causing back-ups near the border.

Cruz was arrested on I-35 near mile marker 214, just south of Diamond Jo’s Casino.

Cruz is in custody at the Worth County Jail, where authorities say he’s being charged with alluding, interfering with official acts, and a felon in possession of a firearm.
