(ABC 6 News) -- Kasson; a community of more than 6,000 people, could soon have two gas stations.
Casey’s is looking to open a general store right off of Mantorville Ave. South, between Domino's and Shopko.
The location has great access to Highway 14 traffic.
“It really is the concentrated area where people are traveling to get to work either in Rochester or just locally,” said Amy Costello, legal counsel for Casey’s General Stores.
Mike Richardson, vice-president of Casey’s Media and Marketing, says the company hopes to have the six-pump facility with indoor seating up and running by next summer.
The block the company is looking to build on was zoned as residential.
Seven of the eight property owners accepted Casey’s contingent offers to purchase their property.
The homeowner who decided not to sell spoke out during Monday’s Planning and Zoning meeting.
“They never came back with another offer,” said Jerry Struthers. ” [I was given the opportunity to sell], but it wasn't enough I could build a house with … and I have got to have a handicapped house.”
Residents had the opportunity to voice their thoughts during a public hearing.
“Directly to the north of me is Shopko, which I gave up my park for,” said Jamie Finne. “Now, I am going to have to look at Casey’s. I don't think that's very fair.”
“I think everybody sees it as a favorable addition to the city,” said Phil Johnson, a co-owner of Curbside Properties LLC.; which is selling three lots to Casey’s.
On a 4-3 vote, the planning and zoning board passed a motion to rezone the entire block to "General Commercial District".
Wednesday, the board's recommendation went before the Kasson City Council and a different motion was put forward to rezone all but Struthers' lot to commercial.
“I think they did what's right,” said Johnson. “People live in the homes and it's their right to live there. Casey's is fine with them [Struthers] staying there and they seem willing to work with all of us so I am sure they are willing to work with the Struthers in any way they can."
Casey’s next step will be to obtain a conditional use permit. That's scheduled to go before city council on Aug. 13.
