(ABC 6 News) -- Rochester became the first U.S. city to join the Council of Europe Intercultural Cities Initiative Program on Wednesday.

The program is made for cities like Rochester that want to improve their diversity in education, financial, ethnic and social development.  The goal is to tap into the skills of all citizens, especially migrants and refugees.

"Knowing that cities and organizations in the United States are actually looking to Europe to get some new ideas or ways of working. It's something that is really fulfilling, so I look forward to very, very productive changes in the future," said Irena Guidikova with the inclusion and anti-discrimination program.

The hope is that Rochester's experience with the initiative will motivate other communities to join.

"This is going to have an impact on your ability, Rochester's ability to be, to attract the best talent. To leverage the dollars more effectively. To create a quality of life that everybody will want to be a part of," said Lisa Tabor, owner of CultureBrokers, LLC.
