At the time, both the alleged victims and Phelps called the police. Phelps, who was said to be in an altered state of mind, made threats to law enforcement.

Phelps’ defence requested a competency evaluation, the hearing for which was held Monday, June 27.

Phelps was ruled incompetent to proceed with the judicial process by Judge Pamela King with the Olmsted County Court.

Two additional cases involving obstruction of the legal process were also dismissed.
