Tropical Storm Arthur Upgraded to Hurricane

RODANTHE, N.C. (AP) - There's a hurricane warning for much of the North Carolina coast and a mandatory evacuation for visitors to the Outer Banks' Hatteras Island.
Arthur has strengthened from a tropical storm to a hurricane, and although it's not expected to make landfall, the storm could give North Carolina a glancing blow on Independence Day.
