Level 3 Offender Moving to Rochester

(ABC 6 News) -- A level 3 predatory offender will be released from the Minnesota Correctional System next Monday, October 8th and returning to the city of Rochester.

23-year-old Joshua Winsky will be residing in the 4200 block of 22nd Ave. NW. Winsky has a history of sexual contact with minor female victims ages 7-14 who he knew. Force has been used to gain compliance.

A public notification meeting will be held this Thursday at 6:00 P.M. in conference room 104 of the Rochester City Hall.

As part of this public notification, Olmsted County Victim’s Services will offer an educational piece for parents on prevention of sexual assault of minor children.
